May 10 news, recently, TikTok Shop officially launched the "Merchant Growth Service Plan" for cross-border self-operated merchants. This plan mainly targets merchant groups with a supply chain foundation but shortcomings in operations, intending to help merchants improve the scale of content assets and operational efficiency through three months of platform resource integration and operational intervention. The overall operation period of the project is set from May 1, 2026, to July 31, 2026.

According to officially published information, the plan has set five core mechanisms.

First, the project fee adopts a fixed-price all-inclusive model, covering the core operational expenses of the store. After merchants pay the fixed fee and agreed commission, they no longer need to bear platform commission, influencer commission, and intelligent marketing related fees separately.

Second, the automation of product registration and sample approval aims to shorten the operation chain and improve operational efficiency.

Third, the platform promises to produce a certain amount of high-quality influencer short videos and AIGC-generated content to help store exposure and conversion with scaled content production.

Fourth, data performance during the project period will be visualized, allowing merchants to clearly view operational effects.

Fifth, the plan includes a partial refund guarantee mechanism to protect merchant rights.

In terms of fee structure and settlement method, the fee standard for this project is a fixed fee of $6,000 plus a 20% order commission.

The above fees cover items including platform recommendation fees, intelligent marketing investments, alliance influencer commissions, and platform advertising placement. Among them, the platform recommendation fee corresponds to a rate of 6%, and the intelligent marketing rate is about 3.5% to 4.5%. The platform emphasizes that after merchants pay this fee, core operational expenses are already included uniformly, and no additional payment is required.

It is worth noting the refund clause.

The platform has set a clear performance guarantee mechanism for the plan. If the relevant commitments are not fulfilled, compensation will be made to merchants in the form of advertising funds at 20% to 50% of the fixed fee.

Specifically, if the number of AIGC content deliveries does not meet the agreement, the platform needs to make up the remaining number within 30 working days after the service ends and return 20% of the fixed fee as advertising funds; the same standard applies when the number of influencer video deliveries does not meet the standard.

In addition, the project also sets a ROAS commitment, requiring that the ratio of GMV to project fee investment during the project period is not less than 2. If not achieved, 50% of the fixed fee will be returned as advertising funds.

If multiple commitments are not met at the same time, refunds will be executed according to the highest standard among the corresponding items, without accumulation.

In terms of access, this plan is not fully open to all merchants.

The platform will conduct a comprehensive evaluation based on algorithms and other multi-dimensional indicators to select high-quality high-potential merchants and open the backend registration entrance in a targeted manner. If the "Merchant Growth Service Plan" registration entrance does not appear in the merchant backend, it means that the current threshold for participation has not been reached and cannot be registered.

The collaboration process between merchants and the platform has also been clearly regulated.

After merchants register, they need to select products and submit authorized product information. Once the products meet the platform's requirements, they can automatically participate in various marketing activity registrations.

At the same time, the autonomous operation space of merchants on the store side will be restricted. After successful registration, the use permissions of some marketing tools will be frozen, and merchants cannot independently create most marketing activities and alliance plans. Related operational actions will be intelligently operated by the platform based on the information submitted by the merchants.

After completing the registration, merchants also need to manually submit product information, including the bottom price and free sample quantity of each product. Subsequently, just set the quantity of samples that are automatically approved, and the platform will intelligently screen high-input-output ratio influencers and automatically complete sample approval.

For regular marketing activities on the channel, the platform will perform automatic registration for merchants without manual operation. However, platform-level key promotions still require merchants to complete registration confirmation independently. During this period, the exclusive account manager will synchronize promotion information in advance and regularly remind merchants to complete corresponding operations.
