1. Background

In June 2019, the "Regulation on Light Electric Devices" (eKFV) was officially promulgated and came into effect. This regulation provides a clear legal basis for the legal road use of light electric mobile devices (including electric scooters, electric skateboards, balance cars, etc.) in Germany, filling the gap in the control of light electric vehicles in Germany. The regulation specifies in detail the qualification requirements, technical and safety requirements for the legal driving of light electric devices on German roads.


2. Compliance Guide

(i) Scope of Application

Applicable to all vehicles sold to Germany that are powered by electricity and have a designed maximum speed of not less than 6 km/h and not more than 20 km/h:

  • Vehicles without seats, or balance cars with or without seats (balance car refers to a vehicle equipped with an integrated electronic balance, drive, steering and deceleration system, which can keep the vehicle balanced independently);

  • The length of the steering or holding rod of a vehicle with seats shall be at least 500 mm, and that of a vehicle without seats shall be at least 700 mm;

  • The rated continuous power shall not exceed 500 watts, or not exceed 1400 watts if at least 60% of the power is used for self-balancing. The rated continuous power shall be determined in accordance with the requirements of DIN EN 15194:2018-112 or United Nations Economic Commission for Europe (UNECE) Regulation No. 85 (Uniform provisions concerning the measurement of the effective power and the maximum 30-minute power of internal combustion engines or electric drive systems in motor vehicles of categories M and N, published in the Official Journal of the European Union L 323 on November 7, 2014, page 52);

  • The total width shall not exceed 700 mm, the total height shall not exceed 1400 mm, and the total length shall not exceed 2000 mm;

  • The total mass of the vehicle (excluding the driver) shall not exceed 55 kilograms.

(ii) Sales Requirements for Light Electric Devices

  • General Operating License: ABE certification is the general operating license for light electric devices (such as electric scooters, electric skateboards, balance cars) in Germany, ensuring that vehicles can be legally driven on German roads and meet technical and safety requirements.

  • Safety Configuration: Vehicles are required to be equipped with braking systems, lighting systems, sound devices, etc. that meet standards to ensure driving safety.

  • Performance Requirements: There are clear regulations on performance indicators such as the maximum speed, range, and climbing ability of vehicles.

  • Electrical Safety: The electrical system of the vehicle is required to have good insulation performance to prevent electric shock accidents.

  • Environmental Requirements:There are strict restrictions on the noise emission and electromagnetic compatibility of vehicles.

(iii) Platform Policy

  • Vehicle identification number: Please ensure that the identification code is clearly visible.

  • Manufacturer's nameplate: The nameplate must contain the following content:

  • Vehicle type: Must be clearly marked as "light electric vehicle"

  • Maximum design speed

  • General operating license approval number (i.e. national type approval number)

  • ABE certification proof:

  • Please provide the corresponding ABE certification documents.
