Cross-border informationAMZ123 has learned that the Canadian International Trade Tribunal (CITT) recently issued an official notice formally ending the sunset review proceedings concerning dumping and subsidization of Chinese photovoltaic modules and laminates, and revoked the related tariff enforcement instructions.
As a result, the Canada Border Services Agency (CBSA) will stop imposing anti-dumping and countervailing duties on the above-mentioned Chinese products.
According to the CITT notice, the termination of this review concerned the tariff determination on Chinese photovoltaic products issued in the expiry review case RR-2020-001 dated March 25, 2021, covering measures related to dumping and subsidies involving certain photovoltaic modules and photovoltaic laminates originating in or exported from China. With the conclusion of the review, the corresponding tariff orders have been fully revoked, and the related punitive duties will be discontinued.
Historically, Canada's trade remedy measures against Chinese photovoltaic products began with the investigation determination in 2015 and were later renewed in the 2021 expiry review. In February 2026, the CITT again launched a sunset review of these tariff measures, and the CBSA conducted a supporting investigation at the same time.
The initial assessment considered that if the existing tariff measures expired and were revoked, dumping and subsidization involving relevant Chinese products would likely continue or recur. Despite that assessment, the CITT ultimately decided to terminate this review and revoke the original tariff orders.
After this policy adjustment, the high tariffs previously imposed on Chinese photovoltaic modules and laminates have all been eliminated, including the maximum anti-dumping duty rate of 154.4% and the countervailing duty standard of CAD 0.340 per watt, which have been annulled simultaneously.
Since Canada originally applied a zero Most-Favored-Nation tariff rate to photovoltaic products and had no other additional import taxes or fees, the actual import tariff on relevant Chinese photovoltaic products exported to Canada will drop to zero after this measure takes effect.
