EU PPWR Packaging Regulation to Become Mandatory on August 12: Non-Compliant Cross-Border Goods Risk Sales Suspension

AMZ123 learned that the EU Packaging and Packaging Waste Regulation (PPWR) will officially come into force on August 12, 2026. According to the regulation, all sellers placing packaged goods on the EU market, including Chinese cross-border sellers, must complete EPR packaging registration in the country of sale and the destination country for cross-border delivery, obtain an ERN number and upload it to the Amazon seller platform, and complete regular declarations and payments as required. Sellers who fail to meet compliance requirements may face the risk of product delisting and account suspension.

Currently, France and Spain support payment-on-behalf services, but sellers need to actively upload their ERN numbers and then make the corresponding selection; in most marketplaces such as Germany, Belgium, and Poland, sellers still need to complete declarations on their own; Austria is currently the only marketplace that supports Amazon's one-stop registration and payment on behalf; Italy's relevant system is not yet enabled.

For sellers who cannot obtain an ERN number before the deadline but have started the registration process, Amazon stated that it will conduct a comprehensive assessment based on the actual registration progress, but sellers must properly retain registration contracts and payment receipts. There are some delays in number verification in countries such as Ireland and the Netherlands, and sellers need to wait patiently and do not need to resubmit applications.

Furthermore, even if you have not opened a store in a particular country, as long as cross-border orders are delivered to that country, you still need to fulfill local packaging EPR compliance obligations. Sellers should promptly check whether registrations have been completed for each target market and submit the ERN number on the "Performance - Account Health - Regulatory Compliance" page in the seller backend. With only one month left before the regulation officially takes effect, sellers need to quickly complete the number upload and confirm the payment-on-behalf plan to ensure a smooth transition for their European business.
