South Africa Introduces New Regulation: Imported Goods Must Undergo Safety Certification Before Entry

AMZ123 has learned that, recently, according to foreign media reports, the South African government is strengthening the supervision of cross-border e-commerce goods and plans to conduct safety and quality inspections before the goods enter the domestic market. This policy is promoted by the Department of Trade, Industry, and Competition (DTIC), mainly targeting a large number of imported goods that currently enter the South African market without strict testing.

According to the new regulations, all relevant goods must be verified before shipment in the future to ensure compliance with South African national standards. Specific measures include implementing Pre-Export Verification and mandating the provision of a Certificate of Conformity (CoC). The related testing and certification work will be the responsibility of the South African Bureau of Standards (SABS).

This policy will set a six-month transition period and is planned to be fully implemented on September 20, 2026. During the transition period, relevant departments will carry out tests and spot checks simultaneously to ensure that enterprises gradually meet the requirements.

From the perspective of implementation scope, Chinese imported goods will become the first batch of pilot objects. This is mainly because China is South Africa's largest source of imports. Currently, goods on platforms such as Temu, AliExpress, and Shein occupy a high proportion in the South African market.

This supervision focuses on multiple categories, including electrical appliances and cables, furniture and bedding, cosmetics and skincare products, foam products and mattresses, chairs and bunk beds, liquefied petroleum gas equipment, and building materials, etc.

Among them, electrical products will focus on testing for overheating, circuit faults, and fire risks; furniture will focus on structural strength and durability; cosmetics will test for harmful ingredients such as mercury and hydroquinone and unsafe chemical substance content; mattresses and foam products will test for flammability and harmful emissions; gas equipment will focus on leakage risks and pressure safety; building materials need to verify their reliability and performance in emergency situations.

The South African government stated that the purpose of the new regulations is to prevent unsafe or unqualified goods from entering the market from the source, thereby protecting consumer rights and interests. Enterprises need to complete compliance preparations within the six-month transition period, otherwise, they will not be able to enter the South African market after the policy is fully implemented.
