This policy may look familiar. Under the French Tax Code (FR GTC), Amazon already collects customs declaration information for non-EU imported goods stored in French fulfillment centers. Previously, this mainly applied to shipments sent directly to French fulfillment centers.

From September 1, 2026, the requirement is upgraded:

In short: it expands from “France only” to “all EU,” and from “required to submit” to “no submission, no inbound.” If you are already compliant, confirm that the scope covers all EU fulfillment center shipments.

For goods stored in French fulfillment centers, Amazon must collect and maintain certain import details for non-EU sellers. French regulations require records of the Movement Reference Number (MRN) and Economic Operators Registration and Identification (EORI) number linked to imports.

If your company is outside the EU and you use FBA to ship to EU fulfillment centers with Pan-EU enabled—or ship directly to France—you must provide MRN and EORI details.

Important: When importing into the EU, you must comply with all customs and tax obligations, including correct declarations and payment of duties and taxes.

Sellers must comply if they meet all of the following:

Your company is outside the EU.

You ship goods from outside the EU to Amazon fulfillment centers in France, or to other EU countries/regions with Pan-EU enabled.

Special note: UK sellers are also affected, because the UK is not an EU member state. UK-based sellers shipping to EU fulfillment centers must provide MRN and EORI.

Exemptions apply if any of the following is true:

Your company is established in the EU (for any shipment).

Your company is outside the EU, but you purchase goods within the EU.

The MRN is generated by the authority of the declaration country/region when a customs declaration is submitted. It is the unique declaration reference. Each MRN has 18 characters; different types may exist depending on the procedure.

MRN format: 18-character alphanumeric code = 2-digit year + 2-letter country code + 14 alphanumeric characters. Examples: 24DE98765432109876, 24FR12345678654345.

The MRN is shared with the party submitting the import declaration. A freight forwarder or customs broker should provide it to you.

Any company or person involved in customs activities in or outside the EU needs an EORI number, issued by an EU member state’s customs authority.

EORI format: 2-letter EU country code + up to 15 alphanumeric characters. Examples: IT12345678901, DE987654321.

Important: You may provide your customs broker’s EORI instead of your own. If the broker declares goods on your behalf using its EORI, provide that number. Only EU-issued MRNs and EORIs are accepted.

Pan-EU sellers: If you are enrolled in Pan-EU and your company is outside the EU, you must provide import details for all shipments received at any EU fulfillment center, including Germany, Italy, Spain, Poland, Czech Republic, and other EU countries where Amazon stores your inventory.

Example: a US seller shipping from a warehouse in China to a German fulfillment center with Pan-EU enabled is in scope.

Provide MRN and EORI within 60 days after Amazon’s EU fulfillment center receives your first shipment.

For shipments delivered after September 1, 2026, if any shipment still lacks valid MRN and EORI after the 60-day deadline, you cannot create new shipments to EU fulfillment centers.

If this happens, you will see a banner in Seller Central linking to the policy page with missing shipments. You can still sell inventory already sent to Amazon; in-transit shipments will still be received.

To restore shipment creation, provide valid MRN and EORI for each non-compliant shipment. Once completed, the restriction is automatically lifted.

Note: Amazon may validate your information. EU customs authorities may also request import detail records for verification.

Go to Manage Shipments. Each shipment subject to this requirement shows “Complete” or “Incomplete.”

For shipments marked “Incomplete,” click import details status, enter the MRN and EORI, and save. The status will then show “Complete.”

If a shipment is cleared under multiple declarations, enter multiple MRNs separated by commas, spaces, or line breaks (one per line).

Note: Bulk upload of MRNs is not currently available; submit per shipment.

MRNs are generated by the customs authority of the country/region where goods are first imported and issued to the declarant (your logistics provider, freight forwarder, or customs broker).

Check with your logistics provider or carrier in advance. If you are the importer of record (IOR), you are entitled to obtain the MRN. If another party acts as IOR, arrange MRN provision.

You can:

Change shipping arrangements — renegotiate delivery with your logistics provider.

Use a different provider that can provide MRNs.

Use Amazon extended services — customs brokers that automatically obtain and store MRNs (UK-to-EU: Clearance and Delivery Service; China-to-EU: Amazon Global Logistics).

In import details, you can also select:

“No – I purchased the relevant goods in the EU” (if applicable).

“No – My customs broker did not provide MRN/EORI upon request” (temporary measure).

Note: this temporary option lets you set up processes with your carrier or broker. Amazon will periodically review its use. Contact your broker for the formal MRN as soon as possible.

Further reading: The UK site already requires an Import Entry Number (IEN). The mechanism is similar; failure to provide it also restricts new shipment creation.

Action checklist:

Confirm whether you are affected (company outside the EU + shipping to EU fulfillment centers).

If enrolled in Pan-EU, all EU fulfillment center shipments require this information.

Contact your broker/freight forwarder to confirm the MRN process.

Confirm your EORI or your broker’s EORI.

In Manage Shipments, complete import details for each shipment marked “Incomplete” within 60 days after Amazon receives it.

If you cannot obtain an MRN, consider changing logistics providers or using Amazon extended services.
