Recently, Amazon Europe's compliance policies have been fully tightened. Currently, not only is the self-service change entry in Seller Central restricted on the Europe site, but the platform has also simultaneously launched multiple mandatory verifications, making "entity changes" extremely difficult and highly risky.
Specifically, this is mainly due to the combined impact of the following two new regulations:
1. Europe site launches "mandatory verification of principal place of business address"
In August 2026, Amazon launched mandatory address verification covering all sellers on the Europe site. This is a hard compliance requirement implemented in line with the EU VOEC VAT rules, with no exemption channel.
· Penalty mechanism: If verification is not passed within the grace period, store disbursements will be withheld; after the grace period ends, the store will be directly suspended, selling privileges closed, and funds will remain frozen.
· Impact on entity changes: During address verification, the store is in a highly sensitive state. Making entity changes at this time can easily trigger system risk controls, leading to review failure or even account suspension.
2. Update to Section 18 of the Business Solutions Agreement (BSA)
Effective August 24, 2026, Amazon explicitly stipulates that sellers may not transfer their store or disbursement rights without the platform's prior written consent.
· Core change: The operational room that previously relied on affiliation, information splitting, and account trading to preserve store value has been systematically closed. Cross-region entity changes (such as changing a mainland China company to a Hong Kong company) are now regarded by the platform as "account transfers," and the review standards are extremely strict.
· Backend restriction: Currently, the self-service entity modification entry in Seller Central is mostly grayed out and locked.
If there is a genuine compliant need for an entity change, the only legitimate path at present is:
Do not attempt any private operations. You must submit a case through Seller Central to apply to Amazon officially, providing the full set of documents for both the old and new entities (such as business licenses, equity structure proof, tax documents, etc.), and only proceed after obtaining written consent from the platform.
⚠️ Current operational advice:
Because the Europe site is simultaneously facing the dual pressure of address verification and the new BSA rules, it is strongly recommended to postpone any entity change applications for the time being. Operating at this time not only has a long review period (usually 3-6 weeks), but also can easily trigger KYC deep verification or a second review. Once the change fails, you will face the fatal risk of frozen funds and store suspension.
It is recommended to first log in to Seller Central to check whether you have received an address verification notice, confirm the grace period deadline, and ensure the store's current compliance status and fund security.
