TikTok Shop Europe Cross-Border POP Launches "Pilot Program": SKM Merchants Can Enjoy 2 Months of Free Managed Services.

The European cross-border e-commerce sector has seen another new development. Recently, TikTok Shop Europe cross-border POP officially launched the "Pilot Plan" key merchant incentive policy, offering a two-month free managed service to SKM merchants from leading international e-commerce platforms, aiming to lower the cold-start threshold for quality merchants entering the European market through platform content and creator resources.

Targeting Mature Sellers with Clear Entry Thresholds

The recruitment target of this policy is not all cross-border sellers, but is limited to SKM merchants from leading international e-commerce platforms who have not operated TikTok Shop EU/UK. What merchants need to do is also clear: provide 1-2 hit products and set a GMV MAX advertising plan — with self-made video Target ROI below 3.5 and creator video Target ROI below 6, both requiring unlimited budget.

In other words, the platform is looking for mature sellers with hit product supply, advertising capability, and willingness to take on incremental growth, rather than trial-oriented bulk-listing merchants.

Basic Benefits: Content, Creators, and Traffic in One

During the two-month free managed service period, the platform provides merchants with 30 self-made videos per month, priority cooperation with L3+ creators, and core traffic resources such as the marketplace EU Best Seller section and banner placements. On the merchant side, they only need to focus on hit product selection and ad placement, while heavy operational steps such as content production, creator matching, and traffic conversion are handled by the platform.

For cross-border sellers who are strong in products and ad placement but unfamiliar with Europe's localized content ecosystem, this division of labor fills the operational gap of the "last mile".

Optional Paid Tier: Further Enhanced Benefits

On top of the free managed service, merchants can also choose a USD 1,000/month paid tier to receive 70 self-made short videos or two top creator livestreams per month, and gain priority access to UG, the marketplace subsidy pool, EU creator matching sessions, Europe study tours, and other key merchant benefit programs.

It should be noted that 70 short videos / two top creator livestreams are paid-tier benefits, not the default content during the free managed service period. The platform adopts a tiered design of "free managed service as the base and paid benefits as enhanced add-ons."

Registration Pace: 30 Spots, First Come, First Served

The first-round registration period runs from October 16 to October 22, with only 30 spots open on a first-come, first-served basis. The participation process has three steps: merchants submit their interest through platform contacts (industry BD/AM); after platform operations review, industry AM/BD set up one-on-one service groups; then service providers join the groups to coordinate video production and content scheduling.

Final Thoughts

Against the broader backdrop, Europe's content e-commerce is still in a stage of rising penetration. With the Black Friday peak season approaching, the platform is launching this key merchant managed service policy to validate a batch of high-confidence cases and then replicate and scale the experience. For sellers from leading international platforms with hit products, budgets, and supply chain capabilities, two months of free managed service may not guarantee long-term success, but it is enough to secure a low-cost entry ticket to Europe.
