AMZ123 has learned that the Vietnamese Ministry of Finance, in conjunction with the Ministry of Public Security, has upgraded the tax information system to strengthen exit restrictions management. Currently, about 105,000 business leaders nationwide have been issued exit restriction notices due to overdue taxes, operating outside the registered address (violating regulations by operating in different locations), and issues with shell companies that have lost contact, involving a total tax arrears of nearly 61 billion Vietnamese dong (approximately RMB 15.71 million). Tax authorities have previously used procedures such as written reminders, phone calls, and on-site inspections, and taxpayers can apply for an immediate lifting of restrictions after fully fulfilling their tax obligations. The General Department of Taxation of Vietnam disclosed that by 2025, more than 38,000 violation clues have been transferred to the public security, of which 86% involve companies with no actual operations at the registered location, showing its "zero tolerance" attitude towards tax evasion. This crackdown mainly targets shell companies for issuing false invoices and concealing business activities, while also reminding Chinese-funded enterprises in Vietnam to ensure that their registered address matches their actual place of business, declare and pay taxes on time and in full, and proactively report and explain in special circumstances to avoid being listed as "lost contact," thereby triggering exit restrictions and administrative penalties that could affect normal business operations and personnel movement.

Comments from Sellers' Home

The Vietnamese tax and public security authorities have jointly upgraded the exit restrictions for tax arrears, with about 105,000 business leaders restricted. Cross-border sellers need to focus on the tax compliance of Vietnamese companies, immediately verify historical declarations and tax arrears, and avoid hindering the normal exit of legal representatives.
