AMZ123 has learned that the General Administration of Customs issued Announcement No. 78 on June 9, 2026, clarifying that from June 30, the cross-border e-commerce export declaration of drones and related items (including motors, flight controllers, image transmission modules, anti-drone equipment, etc.) will be regulated, and five regulatory red lines have been drawn:

  1. The "Specification and Model" column in the "Cross-border E-commerce Declaration List" must truthfully fill in the item name and characteristics usage, cancel the simplified declaration mode, and require the filling of the complete 10-digit HS code, not just the first 4 digits.
  2. The "Production and Sales Unit" column must fill in the real domestic manufacturer or sales entity, and cannot be replaced by the platform name, freight forwarder name or general trade company name to ensure the traceability of the supply chain.
  3. The overseas recipient must fill in the full name in Chinese and English, and the "Remarks" column can no longer use net names or abbreviations for fuzzy processing.
  4. Inconsistent accompanying materials and logistics information will trigger the customs inquiry procedure. During the inquiry period, the goods will not be released. Misdeclaration may cause the entire batch of goods to be detained and miss the sales window.
  5. Products close to dual-use item control parameters need to make a negative declaration according to regulations or handle export licenses and note codes. It is recommended that sellers immediately check whether the cooperative factory can provide complete parameters and traceability materials. Workshops that cannot cooperate should replace the supply chain in time, and do not use generic terms such as "plastic toys" and "electronic accessories" to cover up the real product name to evade supervision.

Comments from Sellers' Home

The strict new regulations on drone export declaration by the General Administration of Customs in 2026 will take effect on June 30. Cross-border sellers need to adjust their declaration process immediately. The core action points are to ensure the completeness and authenticity of the product name, HS code, manufacturer and recipient information, prepare licenses in advance for dual-use items, and avoid the risk of detention due to simplified declaration.
