The EU Deforestation Regulation (EUDR) will take effect in two phases:
◉ From 30 December 2026: large and medium-sized operators and traders;
◉ From 30 June 2027: small and micro enterprises.
If you sell any of these 7 commodities or their derived products in the EU—beef, cocoa, coffee, palm oil, rubber, soy, and wood—you must comply with EUDR. As the year-end shopping peak approaches, please confirm your obligations promptly.
Failure to comply by the applicable deadline may result in:
For sellers enrolled in Amazon Business Invoice by Amazon (IBA): listings may be removed from IBA, causing loss of access to large business buyers and related sales benefits.

Special note: The six-month extension for small/micro enterprises does not apply to products already covered by EUTR (e.g., wooden furniture, wooden kitchenware, paper). For these products, EUDR applies uniformly from 30 December 2026.
Also, if Amazon acts as the EU importer of record/operator, the extension does not apply. In such cases, regardless of your business size, Amazon may require due diligence information.

Enterprise size follows EU official standards. Please consult your legal/compliance advisor to confirm your applicable deadline:
◉ Small + micro enterprises → 30 June 2027
◉ Large + medium enterprises → 30 December 2026
◉ EUTR-covered products (e.g., wooden furniture, paper) or Amazon as EU importer → 30 December 2026 regardless of size

If products do not meet EUDR requirements (including invalid submitted information), Amazon may take actions including:
◉ Stop purchase orders
◉ Refund inventory
◉ Remove non-compliant listings
Once removed, products may be temporarily or permanently excluded from services such as Amazon Business Invoice by Amazon (IBA).

EUDR defines operators, traders, and downstream operators, and sets specific duties for the "first downstream operator." What information you must provide depends on your role and Amazon's role for the products you supply.

(1) If you first placed the goods on the EU market from outside the EU, you are an operator. If you bought from an EU supplier, you are downstream.
(2) If the supplier can provide a DDS reference number, the upstream has fulfilled operator obligations, and you are likely a downstream operator.
(3) If you bought directly from the person who first brought the goods into the EU without intermediaries, you are the first downstream operator; otherwise, you are a subsequent downstream operator.

Operator: first places goods on the EU market. Must conduct due diligence, collect supplier info, register in EU EUDR system, submit DDS, keep records 5 years, share DDS with first downstream operator.
Example: A Vietnamese seller producing rubber gloves for Amazon.de is an operator; must submit DDS and share it with Amazon as first downstream operator.

First downstream operator: buys goods from an operator and places them on EU market. Must receive DDS number, collect customer/supplier info, register if large/medium, retain records 5 years.
Example: A German seller buying EUDR-covered coffee beans from a French roaster that submitted a DDS is the first downstream operator; keep DDS reference 5 years, no need to share downstream.

Subsequent downstream operator: purchases products covered by DDS/simplified declaration and places them on the EU market. Must collect customer/supplier info, register if large/medium, retain records 5 years. No need to collect or share DDS.
Example: A Spanish seller buying palm oil-based soap from a German wholesaler is a subsequent downstream operator; retain information 5 years.

Once you identify your role, you can determine what EUDR information you need to provide to Amazon, if any, by the relevant date (30 December 2026 or 30 June 2027). All EUDR-covered products sold through Amazon in the EU must comply.

If you are an operator and sell to Amazon through programs such as IBA, you must submit a DDS or simplified declaration to the EU system and share the reference number with Amazon as your first downstream operator.

Important: It is your responsibility to identify EUDR-covered products and proactively share the DDS number or simplified declaration identifier with Amazon. Consult your legal/compliance advisor to clarify your role.

If you sell directly to EU customers through Amazon and Amazon is not your first downstream operator (e.g., you are not enrolled in IBA), you generally do not need to share EUDR information with Amazon, but you remain independently responsible for compliance.

After determining your role, use the table to identify which scenario applies:

If all products in a batch meet any of the following, the batch may be exempt from providing product records or DDS number/verification number:
◉ Relevant raw material is 100% recycled
◉ Relevant raw material was harvested before 29 June 2023
◉ Product manufacture date is before 29 June 2023
◉ Relevant raw material was sold in the EU by large/medium enterprises before 30 December 2026, or by small/micro enterprises before 30 June 2027
◉ The finished product was sold in the EU by large/medium enterprises before 30 December 2026, or by small/micro enterprises before 30 June 2027.

Distinguish two easily confused terms: DDS ≠ DDI
◉ DDS = Due Diligence Statement: submitted to EU regulators via the European Commission TRACES system.
◉ DDI = Due Diligence Information: submitted to Amazon via the "Product Policy Compliance" page in Seller Central.

DDS goes to the EU; DDI goes to Amazon. Usually, you first obtain the DDS number from the EU system, then enter it into an Amazon DDI record.
To maintain IBA eligibility when Amazon is your first downstream operator, you must provide compliance information for all EUDR-covered ASINs—specifically by submitting Due Diligence Information (DDI) records via the Product Compliance page.

◉ Basic information: ASIN, DDI ID, DDI type
◉ One of the following: exemption reason / DDS number / product information
Even if your product qualifies for an exemption, you still need to submit a DDI record with basic information + exemption reason, but no DDS number or product record.

For DDI type "Product (generic)", DDI ID is the ASIN and no ASN action is needed; for "Batch", submit a DDI for each batch and include the batch number and product identifier (EAN/GTIN/SKU/ASIN) in the ASN.

Path: Seller Central → Account Health → Product Policy Compliance → hover over the top right → select "Submit compliance information" → choose "EU Deforestation Regulation (EUDR)" → click "Next".

(1) Select "Manage your Due Diligence Information (DDI) records" → "Create new record"
(2) Enter ASIN, DDI ID, DDI type
(3) "Is there an exemption?" select "Yes" and check the applicable reason → Submit

(1) First create a record under "Manage your Due Diligence Declaration", enter the DDS reference number + verification number → Submit, and wait for status "Valid"
(2) Then go to "Manage your DDI records" → "Create new record"
(3) Enter ASIN, DDI ID, DDI type; "Is there an exemption?" select "No"
(4) Select regulated product type, enter net mass per unit (kg) excluding packaging/pallets
(5) Link the DDS from step 1 to this DDI
(6) If the product contains multiple species, you may add scientific and common names
(7) Click Submit
After submission:
◉ Each record shows one status: Pending / Valid / Invalid (if Invalid, click "View details" or "Edit" and resubmit)
◉ Track compliance status on the Product Policy Compliance dashboard

If you are an operator and must submit a DDS, generate it in the European Commission's TRACES system, then share the reference number with Amazon. For details, refer to the EU Deforestation Regulation.

Amazon offers two free invoicing services for EU sellers:

VCS: automatic VAT-compliant invoices for all B2B/B2C orders, "downloadable invoice" badge, account health protection, UK+27 EU states. Enable in Seller Central → Tax settings → VAT calculation settings.

IBA: reach 300,000+ business buyers, average 10% B2B sales lift, Amazon Business EU SARL issues invoices, free. Enable after VCS under Amazon Billing Settings.
Tip: VCS is a prerequisite for IBA. If VCS is already enabled, activating IBA takes only a few minutes.
