AMZ123 has learned that eBay has announced that, due to the impact of new EU regulations, SpeedPAK will adjust the advance EU handling fee deposit mechanism for parcels sent to the 27 EU member states. From November 1 local time in Europe, the EU will levy a 2-euro handling fee on all parcels sent directly to consumers from non-EU countries. If a parcel contains goods in multiple tariff code categories, fees will be charged separately by category. This 2-euro handling fee is not limited by product value and is different in nature from the 3-euro temporary tariff imposed since July 1 on parcels valued at 150 euros or less. Once incurred, it is non-refundable.
SpeedPAK Standard and Economy services originating from Mainland China and Hong Kong, China will freeze a 2-euro deposit starting at 00:00 Beijing time on October 23; the DHL Express service originating from Hong Kong, China will start at 00:00 on October 27. The final settlement amount will be based on the actual amount levied by the destination customs, with any excess refunded and any shortfall collected.
Seller Home Review
The cost of the new EU regulations has been passed on to sellers through the upfront deposit. SpeedPAK Standard and Economy services will freeze 2 euros per shipment from October 23. Sellers are advised to immediately check shipping channels and delivery times, include this cost in pricing models, and monitor subsequent clearing and refund schedules.
