EU Imposes €2 Handling Fee on Low-Value Inbound Parcels, with Fines up to 6% of Goods Value for Violations
AMZ123 Cross-border Newsletter2026-10-15

AMZ123 has learned that the EU customs reform has officially entered into force (published in the Official Journal on September 21, 2026). This reform targets low-value shipments entering from outside the EU with a per-item value not exceeding 150 euros. From July 1, 2026, a provisional flat-rate customs duty of 3 euros per item will be levied, replacing the previous duty-free policy for shipments below 150 euros. The provisional period runs until July 1, 2028. In addition, from November 1, 2026, a Union Handling Fee of 2 euros per item will be levied on the above shipments to cover customs supervision-related costs. For e-commerce operators with systematic or repeated violations, regulators may impose a fine of up to 6% of the value of goods imported into the EU in the previous 12 months, with a minimum fine rate of 1%. Under the Digital Services Act (DSA), large platforms found in violation may be fined up to 6% of their global annual turnover; this provision applies under a separate legal framework.

Seller Home Review

The EU's new policy will directly increase compliance costs for low-value parcels. Sellers need to immediately assess how the 2-euro handling fee erodes profits. It is recommended to prioritize optimizing SKU structure, increase average order value, and ensure compliant declarations to avoid the risk of fines of 6% of shipment value.
