Amazon US Commercial Liability Insurance New Rule Takes Effect November 2, 2026

Amazon US has officially announced new commercial liability insurance requirements, which will take effect on November 2, 2026, and are currently in a 60-day compliance transition period. The new rules keep the existing requirement that sellers with monthly sales over $10,000 must maintain $1 million in commercial liability insurance, while adding two mandatory requirements that directly affect all sellers operating in the US.

📌 Two Core New Requirements

Mandatory insurance for high-risk categories with no sales threshold.

As long as sellers offer products in the 11 major categories subject to “enhanced safety listing requirements,” they must hold commercial liability insurance with a minimum limit of $1 million per occurrence and in aggregate, regardless of whether monthly sales reach $10,000, even with zero sales. This applies to both new and existing listings.

Mainland China sellers must use the AIA channel.

Starting November 2, 2026, new policies submitted by sellers registered in mainland China will only be accepted if obtained through the Amazon Insurance Accelerator (AIA). External third-party policies will be rejected directly.

Transition policy: Valid third-party policies submitted and approved before November 2 may continue to be used until expiration, but renewals must switch to the AIA channel.

📋 High-Risk Categories Requiring Mandatory Insurance

The categories included in this no-threshold insurance requirement include but are not limited to:

Children's products: toys, maternal and infant products, infant sleep products, etc.

Edible/medical products: dietary supplements, oral OTC drugs, home medical devices, etc.

Fire safety and household equipment: fire extinguishers, smoke alarms, small kitchen appliances, etc.

Lithium battery-related products: power banks, battery-powered smart home products, electric mobility devices, etc.

Outdoor and protective equipment: electric cutting tools, safety helmets, climbing protective gear, etc.

Transportation-related products: car and motorcycle tires, etc.

⚠️ Serious Consequences of Non-Compliance

After the new rules take effect on November 2, non-compliant product listings will be removed from sale one after another. In serious cases, sellers may face store traffic restrictions, account freezes, and temporary fund holds. Submitting insurance later will also be subject to stricter review procedures.

🛠️ Urgent Compliance Action Checklist for Sellers

Immediately review your store’s active products and check them one by one against the high-risk category list. Do not passively wait for platform notification emails.

For existing third-party compliant policies that have not yet been uploaded, be sure to complete submission and review before November 2 to enjoy the transition policy.

Mainland China sellers should log in to Seller Central in advance, go to “Settings → Account Info → Business Information → Commercial Insurance,” enter the AIA section to get a quote, and allow at least 30 days for processing and review to avoid last-minute issues.

Check your existing policy against the 13 insurance compliance standards, and in particular confirm that high-risk categories are explicitly covered and that Amazon is listed as an additional insured.
