Amazon US commercial liability insurance (product liability insurance) new rules were announced on September 3, 2026 and take effect on November 2, 2026, a 60-day compliance transition period.
◉ From September 14, affected sellers began receiving Amazon emails requiring submission of insurance certificate (COI) by November 2.
◉ After November 2, non-compliant product listings will be suppressed until you submit and verify a compliant policy.
◉ For Chinese mainland sellers, from November 2 newly submitted policies must be obtained through Amazon Insurance Accelerator (AIA), otherwise they will be rejected.
This article answers top seller questions, especially three common confusions:
❶ Does my category require coverage?
❷ Can non-AIA policies bought before November 2 still be used?
❸ How should a Hong Kong company complete insurance?

It protects against claims from "accidents caused by products sold." If a product causes buyer bodily injury or property damage, this policy provides financial protection against high claims.

Under Section 9 of the Amazon Services Business Solutions Agreement, after this change, any of the following situations requires commercial liability insurance with minimum limits of $1 million per occurrence and aggregate:

★ Summary
Previously only sellers with monthly sales over $10,000 needed coverage; now any product in stricter-safety categories requires coverage regardless of sales. If you are a Chinese mainland seller, from November 2 you must use AIA.

Top questions: "Do all US categories require insurance?" "Do I need it for motorcycle parts?" "If my store has multiple categories, must I insure all?"

The new "category trigger" applies to categories with stricter safety compliance requirements. If any product you sell falls into one, coverage is required regardless of monthly sales. Full list below (examples in parentheses; list may change and is not exhaustive):

★ Example
If you sell motorcycle parts in the US and Europe: auto/motorcycle tires fall under "transportation-related products" and require coverage regardless of sales; other parts not listed use the $10,000 monthly threshold. Check specific products against the list, not broad categories.

◉ Amazon proactively notifies. If your listings include these categories, you will receive email from September 14, 2026 requiring COI by November 2.
◉ Do not wait passively. Amazon recommends: you are responsible for maintaining compliant coverage; proactively review your catalog against the published list and act.
◉ If misclassified, contact Seller Support (SPS). Prepare: seller account ID, affected ASIN list, and explanation materials.
▎ Tip
Do not assume low sales means no insurance. Category trigger is independent—any stricter-category product requires coverage even if monthly sales are far below $10,000.

No. One policy can cover all products sold on Amazon.com if it includes stricter categories and meets $1 million per occurrence and aggregate limits. The COI must show coverage for all applicable products; if gaps exist, see Q2.

Another top question: "Can non-AIA insurance bought before November 2 still be used?" "Are policies bought before November 2 acceptable if compliant?"

The "must use AIA" requirement only applies to Chinese mainland sellers. Others may choose any qualifying insurer or AIA network.
For Chinese mainland sellers, remember this timeline:

Compliant non-AIA policies bought before November 2 remain valid until expiry; the new requirement applies at renewal. From November 2, newly submitted policies by Chinese mainland sellers must come from AIA.

Even with a $1 million policy, if stricter-category products are excluded or not explicitly covered, you must obtain new or additional coverage. Check the "13 policy criteria" below, especially whether stricter-safety products are explicitly covered, not excluded.

◉ No AIA quotes: Usually insurers cannot currently quote that product/risk. Contact Marsh with your specific needs.
◉ Only one quote: Contact Marsh; AIA shows pre-approved insurers, and quotes depend on underwriting appetite.
◉ Under review on November 2: Amazon will not act on listings until verification completes. Submit early.
◉ Buffer time: Buying → receiving policy → uploading → review takes time (usually within 144 hours). Do not wait until the last day.

If your account entity is a Hong Kong company, the "Business Insurance" page may show limited country/region options and unclear channels. Handling:
Channels by entity: The AIA-only requirement applies to Chinese mainland sellers; other sellers may choose any qualifying insurer or AIA network.

❶ First confirm channel: verify with Amazon Seller Support (SPS) to avoid rejection.
❷ For quotes/underwriting: contact Marsh.
❸ Provider principle: choose provider in same country/region as account address, and must cover US claims.
⚠️ Specific channel subject to SPS final response.

Unless applicable law requires otherwise, your product liability policy must meet all 13 criteria:
1. Policy type: commercial general liability, umbrella, or excess liability.
2. Policy must be occurrence basis.
3. Per occurrence and aggregate limits at least $1 million, covering all liabilities arising from operations (including product liability, product/completed operations, and bodily injury).
4. High-risk categories require at least $1 million regardless of monthly sales.
5. Deductible must not exceed $10,000 and must be listed on COI.
6. Policy must cover sales of all products listed on Amazon.com.
7. Policy must name "Amazon.com Services LLC and its affiliates and assignees" (P.O. Box 81226, Seattle, WA 98108-1226) as additional insured.
8. No sunset clause.
9. Named insured must match legal entity name in account (single-member LLC may use DBA/trade name).
10. Insurer must have global claims handling and rating S&P A- and/or AM Best A- or better (or local equivalent).
11. Policy must be fully completed and signed by authorized representative.
12. Insurer must give Amazon at least 30 days' advance notice of cancellation, modification, or non-renewal.
13. Chinese mainland sellers must obtain policy through AIA unless Amazon otherwise agrees in writing.
If you cannot obtain a compliant policy, Amazon will consider exceptions case by case.
